Why are my updated apps displaying old dates?

why does it say twitter (& about 7 others) was updated today but others have 2018 such as imore forms

The developer has not updated the app.

Apple reissued the app because its certificate is about to expire, which would prevented the app from starting.

so the developers have an X amount of time before the apps get removed?
