Why are my ipad & iphone not sharing photos?

I installed the new beta Icloud photo app and have both iCloud Photo Library and Photo Stream enabled on my ipad & iphone device settings, but they still are not talking to each other or photos are not shared from one device to the other. Also, ever since I installed the icloud photo app my ipad shows "uploading 271 itmes" in settings.
