That's happening to me a lot. I haven't found a solution but I wanted to let you know you're not the only one experiencing this.

The "make available for offline" system is VERY unreliable IMHO. I originally tried some larger playlists that I made in iTunes on my iMac for a driving trip. 500 - Nope. 400 - Nope. 300 - Nope. Ended up with four 100 song playlists of which different amounts were actually downloaded (100, 99, 98, and 97). Did speak to Apple about it and their only suggestion (for now) was to stick with the smaller playlists.
But today, not only was I having trouble syncing my created playlists from my iMac to my iPhone 6, but it never successfully even got more than 50 out of the 100 songs. Tried again with a 50 song list - NADA.
I really hope that they either (1) straighten this out or better yet (2) let us go back to syncing from iTunes BEFORE we have to start paying.
