Why am I unable to unlock my iPhone 5s?

I can't unlock my Iphone 5S

Hello everyone,
One of my friend gave me an Iphone 5S as a gift, it was supposed to be unlocked. I was able to use it with any operator in the USA but not in France.
It's locked Movistar Venezuela, I went to a specialized store, and they were unable to unlock it..
What can I do ?
