Why am I unable to retrieve any of my data that has been backed up?

In cannot retrieve any of my data that has been backed up.

when I go to my I cloud account it says 0 items, yet only 3.72 of my storage is available

In order to restore from an iCloud backup, go to Settings → General → Reset, and then select "Erase All Contents and Settings". When the process is complete, you will be met with the welcome screen. Select your preferred language and then a few prompts in, you'll be asked if you want to restore from an iCloud backup.

If it's backed up, you don't need retrieve anything. What's backed up is what is currently on your phone. Unless you need to restore the phone. But it's not a storage option. It's a back up option.
