I'm running iOS 8.4 and having no issues with Bluetooth. . . . What device are you referring to? What are you attempting to connect to?

Me either on my iPad 2, BT does not appear to actually enable when turned on.

There are a lot of folks saying this. Have you reset network settings?

I would do just that. Settings > general > reset > Reset Network Settings.

The phone will reboot and all of the stored networks will be gone. BT devices will not be forgotten though. I would remove those and re-pair them.

Words of warning: Make sure you know the passwords for WiFi networks you are going to connect to, those WILL be removed during the reset.

I have not, my install of 8.4 was via the iTunes option to restore the device. It was wiped and installed fresh. There are no network settings to reset.

I've had no issues with Bluetooth on 8.4. I've had no issues at all with 8.4.

I wound up reverting back to 8.3 (can't do that now, Apple stopped "signing" the files since), which resolved my issue.

I was very close to reverting. But then I disabled Apple Music, re enabled it, stood on my head while facing West and singing Monty Python songs, and my playlist issue got resolved.
