Why am I not receiving text messages on my 5c

Ever since I downloaded the iOS 8 I have been having issues with my text. My husband texted me right now and I still have not received it. Or when I get a text from non iPhone users it repeats for up 10-15 times.

Your husband using an iPhone? If yes, you're talking about iMessages so check in the settings if it's properly configured. Posting a screenshot of message settings screen will help users to help you quickly rather making guesses with what's wrong at your end.
If you're talking about non iPhone users, you're talking about sms msgs. Try resetting network settings and report back.
