Why am I not able to download a family member's purchases?

I am not able to download a family member's purchases

My wife is on family sharing on the i phone. I am the organizer. I am notified that she has made a purchase and charged it to the card on file with apple under my e mail and pass code, but I cannot download the purchase to my device.

What happens when you try to download it?
If it is an app, has the developer enabled it for sharing?
