Wondering if anyone out there has the shortlist of devices that will support iOS 11?? Where's the cut-off when it comes to iPhone?

IIRC, anything with the A7 and up is good to go. iPhone 5s and newer; iPad mini 2, 3, and 4...

I waiting to see the performance difference for iPad 2/3 and iPhone 5S with iOS 11.
I think it will negatively affect but how much?

I'm of the same mind. Being compatible with doesn't equate with being worth the upgrade. I wouldn't update on the 5s or SE.

Just for security patches it's always recommended to update. Just make sure to have a clean backup before any update. Absolutely there can be a risk of a bug not being caught in beta testing, so wait just a little bit to make sure once it goes live that there isn't anything that a crowd can find.
