Storage space on iCloud really has nothing to do with the amount of physical storage space on your device...

I can only assume you have a good deal of apps, music, videos, pictures and documents. Backing up to iCloud won't do you any good if you have more device storage space than you do iCloud storage space. You can either purchase more iCloud storage space or transfer some of your non-app data to an external drive or a computer. You can also delete the apps that you no longer use.
