Where do the photos get stored? Who would have access to them?

Would I be the only one able to access my photos?

They are associated with your Apple ID. If you are participating in iCloud beta for pics and someone knows your id and password they can be accessed online

The above is if you refer to iCloud Photo Library. You can also store photos and videos on Box, Dropbox and OneDrive. They are all password protected.

Only you if you don't share your icloud account. And theoretically the owner of the cloud services have access to your photos.
