Where are my cloud photos that are back up

I have a cloud account but don't see the photos it's backed up

You cannot currently see your 'backed' up data, but you can see your 'synced' photos via iCloud. In order to see the things that were 'backed up', you have to restore that particular backup. In addition to your backup, I hope you also saved those photos to numerous places (external drive, another cloud service, your computer, etc.) as an additional safeguard.
