Welcome to iMore! Even with your Apple Watch paired to your phone you should still be getting incoming call notifications. Make sure you don't have your phone on silent or Do Not Disturb and and that the volume isn't turned all of the way down. While viewing your home screen use the volume buttons on the left side to adjust the volume.
