depends on the car charger... make sure any chargers and cables you use with your device are certified "Made for i" if not OEM.

As for when, you should recharge your device whenever you feel it needs to be.

It is also good to let it die and turn off once or twice a month on it's own and charge from -0- conditioning the battery that way.

Reboot the phone yes... Let the battery die then recharging is not necessary.

I try to charge when it gets down to about 25%. If you have a strong battery, it doesn't matter.
