When I phone certain numbers it rings once and cuts off

Could be many things- maybe you don't have the right number- maybe the person is sending you into voicemail- maybe something is wrong on the other line- If you have some calls connect then your phone is fine

Are these numbers all local or a different area code although I would lean towards the first advice.

Is it possible that the people you're calling from those particular numbers are immediately sending your calls to voicemail?

The advice given seems spot on. Sounds like somebody doesn't wanna talk to you or you call them when they're in the middle of something. I do it all the time...just double tap the sleep/wake button.
