When download a ful album in Apple Music, why are some songs not being included in the the download?

I have tried with multiple different albums, I tried logging out of Apple Music and then logging back in... I am getting the same result.
I will go to the album I want to download for offline listening, select to download, and only some of the songs will download and be accessible offline. If I try and go back to the individual song to download it, nothing happens.

If some songs are greyed out in Apple Music, that means those songs aren't allowed to be included in Apple Music. This is due to licensing issues and there is nothing you can do.
