Same here. Got it on my WiFi iPad, but nothing on iPhone. Guess it’s carrier related.

It could be ISP related. I know that my ISP caches Apple content, so it doesn't show up yet.

For those don't yet know, your mobile carrier is not related in iOS relases

Apple doesn't let carriers dictate releases. Apple makes those decisions.
