What to do when the server is not responding on iPad?

I can't get into Safari or many apps because the "server is not responding" on my iPad. What to do?

Cellular iPad or wifi? If wifi - the internet connection your wifi hotspot connects to may be having issues that will clear in time, or - if you have exclusive control over the network hardware you're using, things could need rebooting.
