What is this menu and can it be disabled?

My mom has an iPad mini 3. She lives about 500 miles from me so I can't just run over to help. After upgrading to iOS 9, she keeps complaining about this menu appearing on the right side of her screen. I don't have an iPad, just an iPhone and I've never seen this menu. She is triggering it by accident somehow. Can anyone tell me how its triggered and can it be disabled?

I think we need more info. Like what is this menu and what is being done that causes it.

A screenshot would be nice.

It's FaceTime, but I don't know how she could be triggering it accidentally. It reminds me of the Notification Center in OS X.

That's the multitasking. It's activated by swiping from the right border to the left.
Swiping down from the small black dash on top of that window will bring up the menu to select different apps.
