What does spotlight search setting do?

I've been trying to figuring out what's going on with my 6S, and I've disabled all apps toggle switches in the spotlight search setting. I'm still able to find apps in spotlight. It seems those toggle switches only disable those apps from appearing in siri suggestion, am I right? But I've already turned off siri suggestion. So those switches don't matter even if it's not turned off, right?

The toggle is set up to keep or remove suggestions, you are correct. I don't believe that you can remove the actual feature. It will be there from my understanding.
