Waiting to Update

I have Desktop and Documents turned on and up until recently everything was working fine. Now my Desktop states "Waiting to Update." There currently no files or folders on the desktop. I can't seem to get this notification to go away. This morning I booted into SAFE mode and it happened there as well. Any suggestions?

Did you try logging out of iCloud and then logging back in?
