Voice Memo multitasking??

I Was once able to listen to voice memos my friends would send me in the background while doing other things on my phone. It'd still play the voice memo in the background but now once I hit the home screen to do something else on my phone , the memo stops playing.

This works for some.

Open Voice memos and play the memo.
Lock the screen.
Wake the phone using the power button.
Slide up to go into the Camera app.
Press the home button to return to home screen and you will notice that the memo is playing in the background.
