Verizon iPhone 4S Factory Unlock

is it possible to factory unlock a Verizon iPhone 4S to work in the U.S.?

The GSM Parts of the Verizon iPhone4S can be unlocked, but they can only be used in the US if you put in a sim from an international provider that has roaming agreements with US providers. The GSM bits are blocked from using SIMs from US based GSM providers... And that restriction can not be removed.

IPhone 5 and above are unlocked it off the box (I just moved a 5s from Verizon to T-Mobile with no unlock needed).
