Make sure you are connected to the internet, either over wifi or cellular. The device needs to connect to Apple to remove the device from your account.
If you dont have access to the internet you can force a wipe, but when the device is being brought online it will be activation locked to you your account and you will need to enter your information to clear it, but it will still need connectivity to do that.
