Using Facetime, Canada to France: Why can't I hear it ringing?

Using Facetime, Canada to France

A relative is in France with an iPad2, I have an iPad mini here in Canada. We have Facetimed successfully before in No. America using these same 2 devices. If I call him using Facetime from here, he can hear the ring, but is not able to answer. Message says to check the number, even though the Facetime call is incoming for him. When he calls me, I do not even here the ring. What's going on? Also, although my iMessages to him are marked as "delivered", he is not getting them.

Just to make sure - You are both signed into iCloud and both using all info the same as you have in the past? Last are you answering or whoever does answer - by hitting VIDEO and not AUDIO?
