Using a Mouse

Can you use a mouse of any kind on iPad mini with retina display without jailbreaking the iPad. Is there a combo keyboard with mouse that can be used?

I know Android allows use of a mouse (Bluetooth/wired) so I was really really surprised to discover iOS does not. I keep hoping I'm wrong and that someone will correct me.
