Use Extreme as Router from Mac Mini

Please help. I'm at my wits end. Here's what I'm trying to do:

Using my cellular carrier as my home Wi-Fi signal, I want to connect my Mac Mini to my iPhone for my Wi-Fi signal. Then, I want to connect my Airport Extreme to the Mac Mini via Ethernet cable, and connect household devices (AppleTV, iPads, etc.) to the Airport Extreme.

What am I doing wrong? Surely this is an option!

Well, I wanted to do it through the Mac Mini so that when my wife is home, the signal will come from her phone, and mine when I'm home.

If that makes sense.

Maybe I'm doing something wrong, but the AirPort Utility app isn't even finding my AirPort Extreme.
