"Use cellular data for" is grayed out. Anyone else having this problem?

On my iPhone 6+, the section for "Use cellular data for" is grayed out and I cannot change the cellular data settings for any of my apps. (Settings > Cellular data > Use cellular data for)

I've already tried a reset and reset network settings, but neither worked. Anyone else have this issue?

Go to Settings - Cellular - and then enable "Cellular Data". If that is already enabled then "Cellular Data Use" is restricted in the Restrictions Settings.
