Uploading of non-Apple music tracks not working

I'm using the most up to date iTunes(12.2.2) on OS X Yosemite. I followed the official Apple support instructions on uploading music.

Upload songs with iTunes from your Mac or PC
To add tracks from your Mac or PC to your Apple Music library:
Sign in to iTunes on your Mac or PC with the Apple ID and password that you use for your Apple Music membership.
Make sure iCloud Music Library is on.

and I verified the iCloud status "Uploaded" on the songs in iTunes. But when I look at "My Music" in the iPad Music app, the songs aren't there. Is there a multiple-hour processing delay or something? Does "uploaded" just mean they got into a processing queue?

Now I know that many people have had issues with this feature so I'm being very careful and only starting out with one album to see if this works.

Try disabling and re-enabling it again..

And no, iTunes Match is a stand alone service. Music makes use of it, with limitations (like DRM)
