'unlocked' vs. 'locked' for I-pads

I am interested in knowing what the terms 'unlocked' and 'locked' mean when used to refer to I-pads.

Unlocked means use can use any carrier SIM card .for service ... Locked means if you buy a Ipad and it's from att the only service that will work is att .. This goes the same for iPhones as well

They arent locked to any but when you order ipads though you can choose the carrier if you want some data
