Hello. I recently had an iPhone SE on Tmobile placed on layaway at a local pawn shop so I am wondering how the Tmobile variant can be unlocked? I am currently an AT&T customer on my brother's family plan.

Once all financial obligations are met with TMobile, they are obligated to unlock it... Then it's a matter of establishing service with AT&T and installing their SIM into the phone.

And once there is no iCloud lock on the iPhone SE does it stay that way?

You have to make sure that Find My iPhone is turned off or else the iCloud lock will be there. Also hopefully the person removed it from their iCloud but mainly Find My iPhone needs to be off.

I believe you go to Settings->iCloud and then see if Find My iPhone is off. If it is Off, it should be just fine.
