Unable to Download a Free App

Like Engadget or Ebay.
The button under the logo, that says "FREE" is not highlighted.

What is the reason for this?
I am logged into iTunes, using the AppStore.
I have a credit card on file. even tho the apps are supposed to be free... While not all free apps are unHighlighted, many are. and are unable to be clicked..

what country is your credit card from and what country is your account for and what country are you looking at the app store for?

I am in the USA

I am in the U.S. My card is from a regular well known bank ... regular card...

I am looking at the App store for the US. I was able to download a bunch of other apps... but there are a few that are unable to be clicked... the Today Show is one.. weird.
