Unable to Backup iphone 7

Purchased an iPhone 7 from a police recovered auction and is icloud locked. Is there any way to extract a back up from this phone? Have tried wondershare and syncios but no luck. Any help appreciated except advising me to use an icloud removal service as they are a con, discovered the hard way
