Two iPhones, Two Different Receptions

I hope I'm not repeating another thread. If so, sorry. Has anyone seen or experienced this:

Two iPhone 3Gs's, side by side, getting totally different receptions -- no rhyme, no reason -- one has full bars, the other has no service; one has 3G, the other has an "E"; one has no service, the other has bars and the little "o" instead of 3G or "E".

What's the deal??? How can this be??? Is it a problem with the phone, the firmware, the provider service??
Anyone with any info??????
