Hello Rene,
Sometimes the login screen tells me to "Touch Here", sometimes it doesn't, it's just a normal log in screen. Any thoughts?

Touch ID on Mac works like Touch ID on iOS in that there are various times it'll be switched off for security reasons: After a reboot, after not have been used for a while, etc.

Basically, if you're using your Mac daily and sleeping rather than shutting down, you should get Touch ID.
