Well, like D said, it’s asking you to confirm your passcode. Put in your correct passcode and the message will go away.

Is this recurring, after you enter your Passcode? If so, try going to settings> iCloud > iCloud Keychain> toggle off. Restart your iPad. Then go back and toggle iCloud Keychain back on.
