I have a friend on T-Mobile who doesn't do contracts at all. She pays the full price for the phone and just upgrades whenever she wants to. I think T-Mobile may be the only one still doing that.

All wireless carriers have a month to month no contract option for those that pay full retail or bring in their own network compatible device. I've had Verizon in the past and currently AT&T and have never been under a contract with either one of them.

The difference between T-Mobile and other carriers is that if you bring your own gear, you pay less for the plan each month. I actually prefer that business model. However, since I am going to pay the same each month with Verizon/AT&T, I may as well get my discounted phone
