The cloud and moving iTunes

I'm moving iTunes to a laptop from my desktop. Hopeing my apps will sync to the cloud from my iPhone. Then sync back to the newly moved iTunes.
That would be perfect! No game play lost on angry birds.
Cant wait till Oct. 4

Just copy the whole iTunes library to the new pc.

I've tried that before. Did tons of research but never found a sure fire way to move iTunes to a new PC without data loss.
If you know how to do that I*sure*would love your feed back.*

I would really like it if iCloud does keep track of our app purchases (along with our media content) so I can just delete apps I don't want on my iPhone and d/l them again later if I want to play them. That would at least make the d/l again feature worthwhile. I have about 10-12 games that are 500MB - 1GB each (total of 14GB of apps) so I either need a GB iPhone or the ability to re-download.
