I used a 64gb iPhone SE (A9 processor) for about 1-1/2 years and upgraded to the 64gb 8+ (A11) two weeks ago. I keep (kept) about 6000+ pictures and videos on each device, which totals about 20↑↓ gigs or so. My tactic for keeping pictures on the device is to download new images from the iPhone to the PC, organizing them into creatively-named folders, then doing an iTunes sync back to the phone. With between 5000 and 6000 pictures, the sync (including doing a system backup to iTunes) took about 40? 45? minutes on the SE ---- and this morning took only 5 (five) minutes on the 8+. Note that this time includes the iOS photo scan (where the Photos app scans the pictures and recognizes/organizes faces, places, chairs, flowers, etc. etc.). The only differences in the process was the 8+ has 3gb memory (SE = 2) and the processors. Syncing photos is a joy again . . . .
