Switching to iphone from android. To transfer I'm usin Move to IOS with no success

I tried the transfer 10 times last night with no success. One thing I noticed on the iPhone was once both phones were preparing the iPhone would switch from the WiFi to Verizon LTE network.

Things I tried: turned off data and bluetooth on the android phone. Tried switching the SIM card between the phones.
