Stuck at 12% while charging

I've been charging my phone for the past one hour. Smh and it hasn't gone past 12%!!!! I'm so upset! I restarted my phone to see if it will work. It just doesn't move from 12%! I'm in 6.1

Sometimes that sort of thing can be changed by unplugging and plugging back in, or trying a different charge cord, too.
