I updated my iPad to iOS 11, is split mode disabled?

Split Screen is not disabled on iOS 11. Open the app you are planning on using, swipe up to bring out the dock, drag the other app you want to use slide over with and drop it. If you want to use split screen, just grab the line on top of the other app and bring it down. My apologies if my explanation is rather confusing there's plenty of videos on YouTube and a video might be visually easier to understand the new concept.
