Something is loading or downloading

So beside my wifi signal it seems like something is downloading or the Internet is being used for something but I can't figure it out because all my apps are closed? Has this happened to anyone

Double clocked home button and closed and I turned off my location services and still something is loading

I notice you're charging the phone. Small chance it could be in the middle of an iCloud backup.

Yep. Someone had the same problem and that turned out to be the reason. It could also be that a video or music is downloading in the background.
