Siri working, but voice-to-text isn't???

I have had the issue before where Siri doesn't work, but the voice-to-text option does. Today, I have had the opposite, and cannot seem to get the voice-to-text working again. I have tried several resets, with no luck. I want to avoid wiping the phone, even though it is easy to restore.

Anyone have any suggestions?

Apple communities say servers are down for maintenance and should be back up and running this weekend.
