Since updating my iphone4s with ios9 texting trouble

Since updating to ios9 on my iphone4s sending texts takes 15 minutes or more and sometimes they don't go through at all. Have shut down phone and restarted without improving the situation.

Reset your network settings or try a hard reset (press & hold the home & power buttons at the same time until the Apple logo appears). If that doesn't work, contact your carrier.

In iMessage setup, is "send as SMS" toggled on?
