since updating my iPad2 with the ios 9 update I can't get music or movies offline

when I try to redownload it says insufficient memory but I have over 23 G available and they were already on my iPad and available prior to updating. How do I get them offline again?
I tried going to individual songs and making them available offline but still says insufficient storage space

I have heard that the iPad 2 does not play nice with iOS9, it does not have a fast enough processor, or enough RAM memory to handle it.
