I was reading Anandtechs article and he mentioned tweaking to view signal strength instead of bars. Does it need to be jailbroken to do this or is there a way to do it or ummm is there an app for that? lol

The field test app was removed by Apple from iOS4. I don't know if it's in Cydia or not. There isn't an app I am aware of available from the iTunes store that does show radio strength.

There are some jailbreak settings that remain if you restore from a backup. The numeric signal value is one of those settings. That's how he got it on his unjailbroken iPhone 4, restored from a back of his jailbroken 3GS
