Should my iPhone 6 be unlocked?

I bought the 6 plus using my upgrade price but I ended up selling it on eBay, I then went to the Apple Store and got the AT&T iPhone 6 model and paid full price for it, no activation or anything , I just put my previous SIM card, I went online but all the imei checks say " unknown" to the unlock status.
I'm under contract now but since I paid full price for this device , can AT&T unlock it later on?

if you paid full price, it should be unlocked...
