Sharing Notes via the iCloud between my iPhone and iPad

I see all of my iPhone notes on my iPad in the iCloud folder, but when on the iPhone the iCloud folder in notes appears empty and I cannot view any notes from my iPad in notes on my iPhone. My settings on both devices appear identical. Sharing is working from my iPad to my iPhone via the cloud in for notes, but does not appear to work in the other direction. I want it to share both ways. Why is it not sharing? I am running ios9 on both devices.

Have you tried to disable and then enable Notes sync?
