What's the best way to share an iPad ?
Can one person have games on Game Center and other just game apps?

No. You can however install your games, and the others also install their games in the iPad. Whenever you want to play your games, you can login your game enter, whenever the others want to play their games, they will log you out of game center and login with their account.
